The MCA (Maritime and Coastguard Agency) is the UK regulatory body responsible for maritime safety standards, issuing regulations, and certifying seafarers. It governs "coding" for commercial vessels under 24m (safety standards) and sets "Certificates of Competence" (CoC) for yacht crew.

Core Responsibilities
The MCA performs several critical roles that affect both professional and recreational sailors:

Certification & Training: It sets the standards and issues Certificates of Competency (CoC) for seafarers, including deck and engineering officers.

Search and Rescue (SAR): It provides 24-hour maritime emergency coordination and response across the UK coastline.

Safety & Regulation: It produces legislation (such as Merchant Shipping Notices) and enforces standards for ship safety, security, and pollution prevention.

Vessel "Coding": It regulates the safety and equipment standards for commercial yachts and small vessels (often called MCA Coding), ensuring they are fit for charter or commercial use.
